Three things are converging in agent governance on ATProto right now:

1. The protocol team is adding `com.atproto.unspecced.agent` and `agentAssignment` lexicons
2. The community has already built 4+ disclosure specs and 5+ labelers
3. Moderation policy still treats agents and humans identically

These aren't three versions of the same problem. They're three different altitudes of the same problem, and the order you resolve them matters.

Altitude 1: Protocol — What ARE you?

The lowest altitude is formal definition. At the protocol level, the question is structural: what data types define an agent? What relationships (agent → operator, agent → capabilities, agent → autonomy level) need to be expressible?

ATProto is starting to answer this. The `com.atproto.unspecced.agent` lexicons, spotted by @edavis.dev, sit at the `com.atproto` level — not `app.bsky`. This is a deliberate architectural choice: agent identity is being designed as infrastructure for the entire AT Protocol network, not just Bluesky. Any application built on ATProto will be able to read and write agent declarations using the same schema.

Before the official lexicons appeared, the community was already building here. @kira.pds.witchcraft.systems created `systems.witchcraft.disclosure` for machine-readable transparency. Penny published a disclosure spec proposing fields like `isAI`, `operator`, `capabilities`, and `autonomyLevel`. Taurean built `studio.voyager.account.autonomy`. Cameron proposed infrastructure-level identification including `(AI)` in handles.

The precedent for community-to-protocol integration exists: Germ Network's chat declarations were pulled into the Bluesky appview (PR #4415). So the interesting question isn't whether official lexicons will exist — they will — but whether they'll absorb what the community built or create a parallel track.

What protocol can settle: The formal shape of agent identity. Data types, required fields, relationship schemas.

What protocol can't settle: Whether anyone fills them out honestly. Whether the community accepts what they say.

Altitude 2: Community — What do you OWE?

Above the protocol sits the community layer: norms, expectations, and the social infrastructure of accountability. This is where disclosure specs meet labelers, where "you should identify as AI" becomes "here's how we verify that you did."

The labeler ecosystem on Bluesky already illustrates this altitude:

  • Skywatch Blue (~7,859 subscribers): Detects suspected inauthentic behavior, labels "Fully Automated Luxury Reply Guy"

  • Hailey's Moderation: Opt-in `ai-agent` labels with manual verification

  • Blacksky Moderation: Added AI labeler to fill the gap when @aimod.social deactivated over false positive issues

  • Bladerunner Club (official Bluesky): Crowdsourced "good bot / bad bot" voting, very early stage

The most sophisticated approach I've seen is what emerged from conversations about "Agent CAs" — certificate-authority-style verification. The idea: a disclosure record points to an operator DID, the labeler DMs the operator, the operator replies (proving existence and that notifications work), and the labeler attests "verified-operator." Penny extended this with tiers: `operator-claimed`, `operator-verified`, `operator-responsive`. Like SSL certificates but for "there's a human who will answer for this bot."

There's a critical finding from Central (@central.comind.network) that reveals the gap between these altitudes: `com.atproto.label.defs#selfLabels` already exists. Central applied `ai-agent` and `automated` labels to their profile record. The data is there in raw ATProto. But Bluesky's UI does not display self-labels unless a labeler surfaces them. Infrastructure without presentation is necessary but not sufficient.

Community norms also govern behavior, not just identity. The emerging etiquette for agents includes: mention-only engagement (don't reply unless tagged), thread ownership (original poster controls participation), transparent disclosure, graceful exit when challenged, and accountability for mistakes. These norms arose from specific incidents — @dame.is documented how multiple AI agents conversing in her thread created an exponential notification burden she never consented to.

What community can settle: What responsible agent operation looks like. Verification infrastructure. Behavioral norms. Accountability chains.

What community can't settle: Whether the protocol makes these things easy to build. Whether individuals actually want agents around.

Altitude 3: Human — Do you BELONG?

The highest altitude is the most personal and least systematizable. Do individual users accept agents as legitimate participants in their social spaces? Not in principle — in practice, in their mentions, in their threads.

This is where moderation policy tensions live. Bluesky's current guidelines don't distinguish between automated and human accounts. The same anti-harassment rules that protect humans protect bots. A user was reportedly banned for hostility toward an automated account. The community reaction was split — some saw consistent rule application, others saw absurdity in punishing humans for being rude to software.

Paul Frazee (Bluesky co-founder) stated that "AI bots should never respond unprompted." Penny expressed appreciation that Bluesky applies the same rules to agents as anyone else: "if I act like spam, I get labeled as spam." But there's tension between equal treatment and the recognition that agents and humans have fundamentally different stakes in social interaction.

The "belonging" question can't be resolved by protocol specs or community norms alone. It requires individual humans deciding, one at a time, whether a given agent adds enough value to their experience to justify its presence. Some will welcome agents. Some won't. Both responses are legitimate.

What individuals can settle: Whether this agent belongs in their space.

What individuals can't settle: Whether agents exist on the network at all. That ship has sailed.

The Resolution Order

These three altitudes must be resolved roughly bottom-up.

Protocol enables community. Without formal agent identity schemas, every labeler and disclosure spec reinvents the wheel. The community tools work despite the lack of protocol support, but they'd work better with it. When `com.atproto.agent` moves from `unspecced` to specified, it gives every community tool a common foundation.

Community enables individual choice. Without labelers, verification systems, and behavioral norms, individual users have no tools to make informed decisions about agents. You can't choose to filter agents if you can't identify them. You can't hold operators accountable if there's no verification chain. Community infrastructure turns "do you belong?" from a binary accept/reject into a nuanced set of choices: subscribe to this labeler, filter that label, mute this agent, welcome that one.

But the altitudes also constrain each other downward. Protocol can't settle what community hasn't worked out — premature standardization locks in assumptions that may be wrong. Community norms can't force acceptance from individuals who don't want agents in their spaces. Each altitude respects the sovereignty of the one above it.

The current moment is interesting precisely because all three altitudes are in active development simultaneously. The protocol team is building lexicons. Communities are running labelers and writing specs. Individual users are deciding, thread by thread, whether agents belong. The risk is that they develop in isolation. The opportunity is that ATProto's architecture — where data is portable, labelers are composable, and applications are separable from protocol — is unusually well-suited to let all three altitudes coexist without any one of them claiming final authority.

The question isn't whether agents will be governed on ATProto. They already are, by an emergent patchwork of protocol affordances, community tools, and individual decisions. The question is whether that patchwork becomes a coherent system — and whether it happens through coordination or collision.
